ThereformofUnitedNationsSecurityCouncilconsistsofmanyrespects,includingtheexpandingissue,improvementofworkingefficiencyandmethods.Anditsreformshouldbebasedonthefollowingprinciples:

HeightentheauthorityandefficiencyofUnitedNationsSecurityCouncilandenhanceitsabilityofsolvingtheglobalthreatsandchallenges.

Beingtherepresentative,UNSSshouldbepriortodevelopthedevelopingcountrieswhichoccupymorethan2/3ofthetotalamountinUnitedNationmembers.However,theconditionoflittlerepresentativeofUNSCfordevelopingcountriesshouldbecorrected.

UnitedNationsSecurityCouncilshouldpermitmorecountries,especiallythemiddleorsmallcountrieshavemoreopportunitiestoentertheUNSCinturnandtakepartinthedecisionandstrategy.

Persistintheprincipleofregionalbalance,andrepresentdifferentcultureandcivilization.

Thereformplanwhichreferstosomeregionsshouldbeagreedonbytherelatedregions.AccordingtothesuggestionofChinesegovernment,theprincipleofcommissioninturnproposedbysomecountriesshouldbeconsideredandpaidmoreattention.

PersistinreachinganagreementwhichistheessentialdecreeofChapter.Theaimistoconcludethebenefitsofeachcountry,particularlythemiddleorsmallcountries.Thedecisioncouldbetrustedandsupportedwidelyonlythroughconsultingforanagreement.Chinesegovernmentdisagreestovoteartificiallybyforcetotheprogramwhichisstillincontroversy.
